I have the honour to acknowledge the receipt of

your Communication No. 624/4 dated January 25th, 1915,

in which you bring to my notice that your Office is

in receipt of a letter from the German Consul at this

port, wherein he requests permission to hand over to

me the responsibility of the bond and maintenance

until departure, of twelve Chinese at present on board

the "K.D.III", who having been born in Hongkong claim

to be British subjects, and also requesting to be

informed whether I, as Consul for Great Britain, am

willing to sign a bond in $500. for each of the above

twelve Chinese and will provide for their maintenance

until they depart from here.

In reply I beg to state that under the circum-

stances I am not prepared to sign the bond aforesaid,
